Why did Obama place a moratorium on oil drilling off the coast?

In sixty years this is the first accident. After the Exxon Valdez we didn't put a moratorium on oil being transported by tankers. We recognized that for the accident it was and moved on. Why the change? Is Obama really concerned about the spill or is he just trying to push the boot a little tighter across our collective necks?
