Teen pregnancy trends??? Opinions?

The thing that kills me is we in America take a reactive approach to social issues instead of proactive. We'd rather complain about the number of teen pregnancies instead of offering education cles and free condoms in clinics, which in the long run would be much cheaper than having to ist these young ladies who end up on government istance.
