The tool you need is a "bench grinder". It's an electric motor in a case which bolts to the workbench, and on each end, it has a grinding wheel, one side fairly coarse for fast cutting, and the other fine, for finish work. This tool, used carefully and properly, will sharpen lawn mower blades, hedge clippers, garden shears, drill bits, and many other tools.
