Can the Denver broncos get a 1st overall pick?

Mathematically speaking I think any team could still wind up with the number one overall pick. Except the Raiders who traded theirs to New England for Seymour. There might be other teams without a first round pick too but Oakland is the only one I know of off the top of my head.
